I have 3 rooms in an L shape:

A
B C

Rooms A and C have their own lights and switches on separate circuits.

I want to turn on the lights to room B if either A or C are on.

Is there some device or mode of wiring that acts as a logical OR gate?

Offhand I’m not aware of such a device, it can probably be done with some complicated relay wiring, but you should look into a home automation system.
